The government of Nepal has made a policy decision on developing computer based land information system and implement it in land administration throughout the country. To ensure this optimistic aim, Nepal government has formed Department of Land Information and Archive (DoLIA) by the cabinet decision on 2057/ 3 / 26 (July 10, 2000 AD).
The department is under the supervision and control of the Ministry of Land Reform and Management. It is assigned the responsibilities to furnished the functions carried by the then integrated land information system and central land archive project as well as the functional policy on the land information system approved by the council of the cabinet decision on 2057 /12/21.
Department of Land Information & Archive is now assiduously working to transform the traditional system of land administration and archive into the modern system by developing proper and appropriate hardware and software system.
To carryout this pivotal program in all land revenue and survey offices in the districts level, DoLIA is working in close cooperation with the concern departments like Department of Land Reform and Management and Department of Survey. After completion the computerized program of all land information of a particular office, DoLIA hand over the implementation responsibility to the concern departments.
Since this program is newly introduced in the district land revenue offices, it is more challenging to apply because of the shortage of technical manpower and employees nature of change resistance. The role of the Ministry of Land Reform And Management in this regard is vital for the successful implementation of land information system. The ministry coordinates among the concern departments and monitors the progress of program implemented in the district offices and issue necessary directives to furnish the program successfully.
Land administration in Nepal is one of the most traditional types of administration. Moreover it is one of the widely concern area of general public that every people directly or indirectly is related with it. Historically and even today, land is one of the main sources of revenue.
Its up to date record is necessary not only to increase revenue but also to improve traditional land administration system. Therefore unless and until we provide prompt, fair and economically effective land administration services to the general public the promise of the present government to impart good governance would limit only in the paper and slogan.
The traditional land related record and land administration system is very vulnerable that it can be easily manipulated, and as a result service receivers are being sufferers. If we see the land related cases they are in a sizeable volume. It is because of the traditional land information record and administrative system. Realizing this truth, Nepal government has emphasized to overcome with this problem by transforming the present traditional land administration and record system into computerized system.
Department of Land Information and Archive has firmly come forward to introduce computerized land information and archive system throughout the country with a aim to develop a central integrated land information system.
The ultimate aim of Nepal government is to provide services to the public from one door system and bring all the land related functions under one umbrella. DoLIA in this reform struggle of government is working as a technical facilitator to transform the traditional system of land administration into the modern technology i.e. computerized land administration system.
